On February 19, 2025, Prime Minister of Canada Justin Trudeau announced a significant step forward for Canada's transportation infrastructure: a high-speed rail line connecting Toronto and Quebec City. This ambitious project, which is expected to revolutionize intercity travel in Central Canada, has been a topic of discussion for years and is now moving into the development phase.

The high-speed rail line, named Alto, will span approximately 1,000 kilometers and is designed to operate entirely on electric power. It aims to reach speeds of up to 300 kilometers per hour, significantly reducing travel times between major cities. The planned stops along the route include:

  • Ottawa

  • Montreal

  • Laval

  • Trois-Rivières

  • Quebec City



With this new rail system, travel from Montreal to Toronto is projected to take just three hours, a substantial improvement over the current travel times which can exceed five hours by train or car due to delays and freight traffic on existing tracks.


Financial Commitment


The federal government has committed $3.9 billion over the next six years to fund the initial development phase of the project. This phase will involve detailed planning, including station locations, route trajectories, and necessary environmental assessments. The funding is part of a broader strategy to enhance Canada's transportation infrastructure and reduce greenhouse gas emissions associated with travel.


Consortium and Development


The government has selected a consortium named Cadence to co-design, build, finance, operate, and maintain the rail project. This consortium includes several notable companies, such as:


  • CDPQ Infra (part of Quebec's pension fund manager)

  • AtkinsRéalis

  • Keolis

  • SYSTRA

  • Air Canada

  • SNCF Voyageurs


This partnership aims to leverage the expertise of these companies to ensure the project is completed efficiently and effectively.

Political Context and Future Prospects


The announcement comes at a politically sensitive time, as Trudeau is set to leave office soon, and a new Liberal leader will be chosen shortly. Despite this, Trudeau expressed confidence that the project would continue regardless of the political landscape, emphasizing its importance for Canada's future transportation needs.


Critics, particularly from the Conservative Party, have pointed out the lengthy timeline and the potential for bureaucratic delays, arguing that the government has taken too long to advance the project. They have called the announcement a "lame duck" statement from a government nearing the end of its term. Meanwhile, the New Democratic Party (NDP) has advocated for the project to be publicly funded and constructed using Canadian materials to ensure cost-effectiveness and support local industries.
